Enrolment Scheme Policy
INTRODUCTION
The Board is aware that when class numbers exceed optimum levels, the quality of teaching and learning is adversely affected. Large class sizes inhibit the staff's ability to achieve effectively the expectations of parents and the goals as set out in the School's Charter. Therefore, as empowered by the Education Act No 2 1998, the Board of Trustees has adopted the following scheme governing enrolments.
OBJECTIVES
The policy aims to:
- Prevent overcrowding.
- Provide education for children for whom the school is reasonably convenient, and to ensure that any additional space available at the school is allocated fairly and equitably.
- Maintain optimum learning opportunities for all children at Cobham Intermediate School.
- Provide an environment which is representative of the diverse cultural, ethnic and sociological nature of the school community.
GUIDELINES
The maximum desirable student roll is 690 plus 1 International Fee-paying Student per classroom. The acceptance of International Fee-paying Students is at the discretion of the Principal. It is recognised that, subsequent to the allocation of places, new students move into zone and late applications are received from in-zone students. Therefore, the maximum roll of 690 may be exceeded to cater for these students.

ENROLMENTS
Each year the Board of Trustees will:
- Determine the period during which applications for enrolment will be accepted for the following year;
- develop procedures to be followed in the application process;
- specify the information which parents may be required to supply in support of an application for enrolment for the following year; and
- determine how many places are to be available for students living outside the home zone.
- All applications from students who live in the defined geographical zone will be accepted.
- Applications from students living outside of the zone will be subject to a supervised ballot for the number of places available for the ensuing year/s. Provision for new students moving into zone and for late applications from in-zone students, subsequent to places being allocated, must be made when determining the number of places available for out-of-zone students.
- Before proceeding to the ballot(s), the Board must consider the number of applications for enrolment that have been received from in-zone students and confirm or, if necessary, revise its estimate of the number of places available for out-of-zone students (in total or at specific levels, as the case may be). This number must be provided to the supervisor before the ballot takes place.
- In preparation for the ballot, applications shall be sorted into the following four priority groupings and order, specified in Section 11F (1):
- siblings of current students
- siblings of former students
- children of board employees
- all other applicant
- Each of the second, third and fourth priority groupings must be considered in turn. If the number of applicants within a particular priority grouping is less than the total number of remaining available places, all applicants within the grouping must be offered enrolment. Otherwise, a ballot will be required, and all applicants within the grouping must be included in the ballot.
PLEASE NOTE
- Applications for out-of-zone enrolment must be made on the official Application Form on or before 1 September for the following year.
- Enrolment decisions made by the Principal, in consultation with the Board of Trustees, will be final.
CONCLUSION
All parents/caregivers accepting enrolment of their children at Cobham Intermediate School are expected to support the principles, goals and policies of the School.
